Description
The development and implementation of a Competence Center for Cancer, titled: the Creation, Development and Operation of the National Center of Competence in the field of Cancer (NCCC) is focused on improving the management of patients with cancer through the development of integrated programs that are based on the recent advances in the field of personalized medicine, tele-health, molecular characterisation of the tumour systems, imaging, and artificial intelligence. CHARM is based on a consortium of public and private entities, according to the National action Plan for the Recovery and Resilience of Romania (PNRR), Pillar ii, section 5. The establishment and operation of Centers of Competence in PNRR-III-C9-2022 – 5. The development of a CHARM it is based on the implementation of 5 projects, the CDI, the objectives of which are linked to partners in the private and the public areas are interdisciplinary, such as the main goal of this consortium is to be achieved.

The total value of the contract for the financing of the 21.613.552,58 ron excluding VAT, which is added to the sum of the 1.199.847,44 lei, accounting, VAT, resulting in the amount of 22.813.400,02 the credit for the arrangement.
Partner of the 4th and the Client The National institute of Research and Development in Pathology and Biomedical Sciences, ”Victor Babes” of Bucharest, (IV) – 2.466.853,29 ron excluding VAT, equivalent to 499.950,00 € (at the exchange rate of InforEuro only valid for the month of march 2022, respectively, of 1 euro=4,9342 lei).
Goals
The specific objectives of the overall project are:
- The creation of a national network of centers (National Cancer Research Network) are involved in the management of oncology patients, with the economic activity of the routine (practice) and research, development and innovation.
- Building up the institutional capacity to improve the collection of data about cancer in a network of digital Records from the Regional Cancer, and to better manage the medical care of cancer and the health of the public.
- Developing a digital platform for collaboration in support of the CHARM in order to accelerate the digital transformation of the systems of innovation research, and health care.
- The development and implementation of the module “Virtual and distributed Tumor Board
- The development of the service "of the Tumor's Molecular" Board (TMB) as a support for personalized medicine, through the analysis, and the inclusion of genetic and omic in the selection of the most appropriate targeted therapies.
- Evaluation of the factors, genomic, and molecular and join the social determinants of health for the accurate estimation of the individual risk of the disease.
- The development of an integrated approach, based on the pathology of the digital age, and the profiles of the biomarkers in order to improve the accuracy of early diagnosis and prediction of metastasis in patients with breast cancer.

- The improvement of the quality of care for cancer through a comprehensive assessment of the experience of healthcare for patients with breast cancer –
- To evaluate the role of the positive experience in the field of health care to improve the quality of life of patients with cancer
- To improve the quality of life of cancer patients through palliative care services, early, and supportive measures
- The dissemination of the results of the research activities and support the implementation of the objectives of the EU's cancer in the context of Horizon Europe in Romania
The general objectives of the Project 5
Ob1. The development of a set/a panel for the integrated use of biomarkers for the early detection of colorectal cancer
Ob2. The development of accurate methods for the prediction of metastasis in colorectal cancer
Ob3. The implementation of the laboratory of pathology, events, and methods to YOU in order to facilitate a better understanding of the cancer in order to improve the diagnosis accuracy in colorectal cancer.
Specific objectives:
WP-1.
O5.1.1. The development of a panel, the integrated use of biomarkers for the early detection of colorectal cancer.
O5.1.2. The standardization of the procedures for the collection, preservation and transport of samples of tissue for molecular analysis in the context of the network inter-regional.
O5.1.3. Evaluation of the status of inflammation, local and systemic to molecular markers and angiogenic factors in the early stage of the disease.
WP-2.
O5.2.1. The standardization of the procedures for sampling, storage and transport of samples of blood for analysis of the molecular weight, in the context of networks of inter-regional.
O5.2.2. The development of new tests to predict a minimally-invasive for the dissemination of colorectal cancer.
O5.2.3. Evaluation of the status of inflammation, local and systemic to molecular markers and angiogenic factors in the postoperative follow-up.
WP-3.
O5.3.1 the Establishment of standard protocols for the collection and processing of the tissue for the diagnosis, pathology, and molecular colorectal cancer.
O5.3.2. The definition of a work-flow to achieve the blades of the digital (WSI) for use in clinical practice and research.
O5.3.3. The integration of the blades of the virtual (WSI) in the electronic patient record.
O5.3.4. The development of an algorithm for pre-processing of the images, a virtual in colorectal cancer .
O5.3.5. Setting up a web platform for the sharing of images of virtual machines and the analysis of the assisted YOU.
